Shirani is an Attorney at Law and a development professional with over 25 years’ experience in leading justice sector reform, democratic governance, and civil society strengthening initiatives. She has designed and managed complex, multimilliondollar programs, delivering measurable improvements in judicial performance, legal professionalism, and local governance. Her work has contributed to significant national reforms, including the establishment of the first Bar Exam in the Maldives and advancement of mediation and judicial education standards in Sri Lanka. She has provided strategic direction for context assessments, policy analyses, and program evaluations, ensuring evidence-based decision-making and adaptive program management. With a background in law and development administration, she has served as a senior technical advisor, guiding government counterparts, development partners, and implementing organizations toward sustainable development outcomes.
